I am not sure that the attack bonus is too low, especially if he's capable of delivering 25 damage twice in a single activation for only 29 points, plus with a decent enough AC for CE and the magical 65 hit points, he may actually get a chance for a full attack the first round of combat.

CE have hard hitters with low bonus attack, and against AC up to 24 (LG with Eberk and Dwarf Artificer) Babau have to enforce a lot to hit effectively. | | | |
