...not per Starter case, but per single Starter, though it may be obvious, I prefer to clarify it.

Each starter contains 2 fixed commons, 6 other commons, 3 uncommons and 1 rare (according to reported contents from people at WF)

Just one rare?! It should have 2 rares, 3-6 uncommons and the rest in commons. Each Starter has doble the minis a booster, hasn't it?

Nope...2 Boosters would be 16 minis (two of wich would be rare).

A starter is like 12 minis and only one of them is rare.

You get the rulebook and maps...thats what your paying for.

If you dont skirmish buying a starter is silly.

For the extra $7.00 MSRP you're getting:

4 extra commons ($2.50 value?)
a die (what color is the die, anyways?) ($0.50 value?)
maps ($8.00 value?)
rulebook ($1.00 value?)
a bigger box for storing stuff in ... ($0.01 value?)

By my estimate, it is a fine value to buy 1 or 2 starters, but boosters are the path for the rest of your purchases.

Anyone know if it's possible to get another elf ranger or orc mauler as your random commons in addition to getting them as fixed commons?

So far, nobody has reported seeing this happen. In addition, some evidence exists to suggest that it can't happen ... but too few starters have been reported to make conclusions. Thus, this remains speculation ...

Aberrations starters only had one rare each.

I would kill for the old Harbinger distribution. Granted, it only had one rare but the rest was pretty much double of a booster with the extra going to an uncommon, plus I believe it was $15 versus $10 for a booster.
