I just bought a SW Universe booster that has a defective clone trooper (missing the his arms below the elbows). Has anyone seen this before? Will WOTC replace it?

I've heard that WotC is good about this, usually. Contact customer service. you can find the link on the booster, I think, or on the WotC site.

I called WotC customer service (there is a 1-800 number on the bottom of the boosters) and they said they would replace it. I have a hill giant chieftain that was shipped without a right arm. The guy on the phone said to send it in to them with and explanation and they would replace it.
The address he gave me was:
Wizards of the Coast
Attn: Product Replacement
P.O. Box 707
Renton, WA 98057
This was for DDM, but I would expect that SWM would follow a similar process.

I'll echo this. Send it on in with a brief letter of explanation (What exactly is wrong with the figure, what you want done about it), and they'll probably take care of you. They've always set my problems right.
