I'd have expected this figure to be priced this way had this guy been published in archfiends, or GoL. As it stands, he'd be an excellent piece if he had scout, and cost 20 points. 20 points is probably low enough to take the chance, and with scout, and 65 hit points, he'd hold the bridge long enough for reinforcements to arrive...

Lucky is great! I've been waiting for an ability like this for a while. Hopefully we'll see it on a 30-60 point creature in the future.
Poison Dusk Lizardfolk has no ranged attack? Aaargh!
I was really counting on the Yuan-Ti and Cleric of Laogzed being commanders. Now, we have a very small number of commanders, which is going to be rough for limited games.
