After months of effort, Las Vegas finally has a group of more than eight players that want to play DCI events AND a store that is willing to host. I've been asked to take the lead on this and my question is: what do we do now?

Specific questions are:

How does the store owner request D&D Campaign retailer kits?
How do they go about requesting prereleases or events like Limited/Constructed qualifiers?

The first thing is, the answers to your two questions have nothing to do with how to run DCI sanctioned events. You can run events fairly easily by checking here:

http://www.wizards.com/default.asp?x=dci/sanctioning

The main thing you need to look at are:
http://www.wizards.com/dci/downloads/RunningDCIisEZ.pdf
and
http://www.wizards.com/dci/downloads/1_14MinisSanctApp.pdf

It's as simple as filling out the sanctioning application and sending it in. You'll be sent a tournament organizer packet in the mail (by FedEX, probably) with pretty much all the materials and instructions you need, plus software that allows you to electronically run and report the tournament, if you can and want to use it (I recommend it). The application is old. It still hasn't been updated to remove Quickstrike and add Assault. What I did was to scratch out Quickstrike and write in Assault for Assault tournaments.

You'll want to read these before you run a tournament:
http://www.wizards.com/dci/downloads/DCI_UTR_2jan06_EN.pdf
http://www.wizards.com/dci/downloads/DCI_PG_20jan05_EN.pdf
but most importantly:
http://www.wizards.com/dci/downloads/DDM_FLR_March06_EN.pdf

Now, to answer your first question, the store has to become a WotC "Premier" store to buy retailer kits. I'm not sure the procedure, but I'll try to find out, unless someone can beat me to the answer.

The second question, I have absolutely no idea. I've been trying to find out for a while. Best bet is just to watch for the next big event and try calling some of the stores who are hosting events. Just ask 'em flat out how they got on the list. Maybe they know. Maybe they don't.
