Out of 4 cases that my group purchased, there were no duplicates within the cases.

Of course, it sounds funny to me, to hear complaints about distribution with randomly packaged minis. hehe.

Very true, but some people think they should beat the random packaging, and WotC has (to an extent) aquiesced, as TRUE random packaging was more prevalent in Harbinger than now.

Does wizards claim that each rare is as rare as any other rare?

I don't know if wotc claim anything, but I recall there was a thread for the underdark set where someone posted the contents of around 200 boosters, and it was found that there was no "very" rare. All the rares were randomly distributed.
(of course it could have changed by now, but there is absolutely no proof of this ; unless someone posts the contents of 200 BW boosters...)

Wizards only 'claim' to supply random mini's.

They don't claim to have rares, uncommons or commons or any such beast in thier boosters/cases, only random minis.

This is the first time I've heard of duplicate rares in a Blood Wars case. It does suck but unlike in Wardrums it at least doesn't seem to be a common problem.

And unlike in Wardrums at least the rares in Blood War are good.

Boosters/cases only claim to have random minis inside.
WoTC doesn't promise/state that you will get 1 rare, 3 uncommons, & 4 commons in a booster, just that you will get 8 random minis.

I don't know that that would protect them if you got a booster with 8 commons. They'd still have to let you exchange it in all likelyhood, at least in most states. This just seems like more misguided legal weaselness to me (a lot of the legal weasel manuevers don't actually work, but they sound good so they turn away some folks who might complain)

You're right.
However WotC chose to create different rarity levels.
It would be very easy to prove that an 8-common booster is far less valuable than an 8-rare one.
I don't have a clue if this could lead to legal problems for them anyway, I'm no lawyer.
However it would drive MANY consumers away and the game might even die (most people are unhappy to find a "bad" rare in their booster. Imagine how it would be with a complete random distribution...)
So distribution is not completely random : 1R, 3U and 4C. That's a fact.
I don't have a problem with that anyway.

When someone gets a duplicate of a bad rare they feel cheated out of a possible good rare, when someone gets a duplicate of a good rare they feel they got lucky they didnt get a bad rare.
