The quick version is that they are humans who have allowed quori spirits to posses their bodies. Quoris are creatures from the plane of dreams, which are why they are outsiders.

I'm pretty sure the Inspired Shock Trooper is male. Look at the art on the card.

They don't have to be women, and yes, those quori.  While the creatures themselves stay on their plane, by taking over people and making the Inspired they rule the humans on an entire continent.

Incidentally, though we haven't seen any Kalashtar, yet, we probably will soon. Kalashtar are also "humans" with ties to a Quori spirit. Kalashtar have a benevolent relationship with their quori spirits. The Inspired start out as empty vessels and are completely subsumed by the possessing Quori spirit. As an analogy, I kind of think of Inspired and Kalashtar as parallel in many ways to the Goa'uld and Tok'ra of Stargate SG-1, if that helps.

(I put "human" in quotes, because Inspired and Kalashtar, while descended from humans, are not exactly human.) There are fairly descriptive but concise wikipedia entries you can check.

Oh, thanks for the clarification.  Thanks, also, Faragdar and others who have informed me.

Yeah, the kalashtar are like the good versions of the Inspired.
If I remember correctly, there is a significant difference between the two though although this is a decent explanation.  Kalashtar are born that way and are really a true hybrid of the quori and human.  Inspired are taken over by the quori and it is possible to be a human waiting for a quori and never get one. It's like the Trill in Star Trek without the slug.

I can't keep track of all the setting-specific stuff. Too much data, too little time.
