| Hi I just got a Bugbear Gang Leader Repaint promo and I noticed the number on the bottom of the mini is D&D C49 not the C48 like it shou
ld be. Did I get a messed up mini or did WoTC screw up the numbering?

The repaints given out at the prerelease have tended to be numbered as the last D&DC repaint from that particular set, so in the past we have needed to fill in the ones in between as we get each month's league kit.
For Unhallowed, all of the D&DC repaints were given out at the XP convention, so we already knew the minis without having to wait for them to show up in the league kits.
The D&DC42 Doomguard was skipped and has only shown up in limited quantities, perhaps because the GMR8 Demonic Gnoll Archer "took" it's spot in the monthly league kits. It might show up at a future event or kit.
