If you can get a hold of a copy of the Miniatures Handbook they are in the back of that, which is why they probably aren't available for download. A scanner, some cardstock and an inkjet printer and you're all set. That's what I did, after borrowing a friend's copy.

I'd suggest using the tile generator on lemonbutter (see the tiles thread stickied at the top of this section) to make replicas of the Harbinger tiles. They won't be tournament legal, but you can make them with identical layouts, so you get to practice with/against them, and you can always use them in casual games.

In our local tourneys we allow copies of Harbinger tiles. Even Guy said he could see no reason why you couldn't use copies in a tourney.
