Umm....you kind of answered your own question there. The Orc sarge cannot bring in the Orog with warband building. Thisis because the Orog is a commander and not subject to commander effects.

But i saw elminster text saying he can bring LG commanders to his WB so this doubt came to me

Elminster is a special exception to this rule, as described on his card.

There is a statement to that effect at the back of the abberations rulebook (don't know the page, but it's towards the end of the glossary IIRC)
