and besides, i have a feeling one would use waylay before someone would be willing to waste coautls activation on a LUG

Yes, Waylay and Fly are different abilities.

However, note that spells that affect 'your warband' or 'any warband' affect creatures that enter play after the spell is cast - so Rikka would not be able to fly even if she entered via Waylay after the spell was cast unless she made her save against the spell immediately upon entering.
