I put so little value in the breakpoints, in any case. Just evaluate each figure by it's stats, without regard for the breakpoints. What you'll find is that almost every creature with less than 65 hp wasn't that great in any case. With the very rare exceptions, the evaluation is the same as any tier one / tier two mini. It's based upon the expected metagame. If the borderline mini has favorable matchups against important metagame pieces and warbands, then it gets evaluated higher.

In the past, a melee piece that had less than 65 hp could arguably be said to have bad matchups against the expected metagame of 30 hp swings. However, I never found it so, in that I can't think, right off, of a single, borderline playable, melee unit with between 50 and 60 hp (that didn't come out in the last couple of sets). The real reason they weren't playable was because they couldn't remotely compare to the best minis.
