This is a very tough match up in the end. I think you have to remember that we are basing these assumptions on both players being equal in all ways. With that said, I don't think the OM player is going to be able to hit all for Justicator’s with all four cones, but in the same way I don't think the Justicator player will be able to avoid all of the cones.
With that said the OM player should be able to get at least two cones off on all four of the Justicator’s. One of the things that makes the OM a bit weak is they are not immune to cold. That would make this a no brainer as they would be able to cone away right through melee. But if an OM takes a Cone they could almost go down right there.
If every Justicator takes two cones, they will on average make at least one save. That puts them at 35 hps each much easier for the OM's to handle. The OM's have a 75% mischance. The Justicator’s of course have to over come conceal 11 but have two attacks a round. On average one attack will land each round. On the other hand on average only 1 attack will land from all four of the OM's.
The Justicator’s could route 2 OMs in the first round of engagement. The 55% chance to fail the Morale check will be their undoing. Also the large bases of the OMs will make it difficult for the OM player to get cones off without hitting his own players. A cone for 30 damage is a lot more dangerous to the OM then the Justicator.
This match could go either way, but in the end assuming both players are of equal skill I think the numbers go in the favor of the Justicator.
In the end this match up would go to Vreck, but it's not as lopsided as this vote appears to be.
