All of the true dragon minis can be used, depending on the era and what you use in your game.
Don't forget amount Mina, if you have it. She is from DL, albeit a later era (Age of Mortals).
You can also use:
Harbinger Ogre
Skullcrusher Ogre (ogre stand-in)
just about any monsterous animal/vermin
Ogre Mage (angelfire)
Never any orcs, since there are no orcs on Krynn.

Just a couple other ideas...
Valorous Prince (any higher level aristocrat type from the mods)
Warpriest of Hextor (use as a fill in for dragonarmy or dragonlord)
Human Cleric of Bane (* see above)
Red Wizard (sub for one of the neutral aligned wizards)
Inspiring Marshal (any of the goodly/knightly leaders)
Stalwart Paladin/Purple Dragon Knight (any of the Solomnic knights)

My RPG group has been doing Dragonlance stuff for a few months. We did run into some minotaurs also. Young Minotaur makes a better piece than the large ones because minotaurs are a bit smaller in Krynn. If you need several, ibixians can fill in for minotaurs in a pinch.
I obtained several baaz and kapaks since our campaign started and we seem to use them every session. Sometimes all of them.
A bulette was used at one point as a fill in for a huge slug in Pax Tharkas.

also I belive that the Young Minotaur is the minotaur race from Dragonlance, that is one reason it is medium sized.
