Limbo is an Outer Plan just like the Nine Hells and the Abyss.
So your PCs can get there just like any other plane..spell, portal ect.

The Outer planes each represent an alignment. Limbo is Chaotic Neutral.

Its not an evil place or a good place...but its pure Chaos.

Its a roiling soup of....stuff..that constantly changes.
There is no solid ground. Its fire, air, earth and water in every direction. Globs of water as large as lakes that float through the air one second could be a giant chunk of eath the size of a continent tumbling through a sea of fire the next.

Obviously its impossible to live there very long.
Heres the trick..If you concentrate..you can shape the environment around you with your mind. So a PC would just need to concentrate on a bubble of breathable air surroundig him and a solid ground beneath his feet. As he walks along through lava and water and other primal substances that morph and change all around him, he will be safe in his air bubble and the patch of earth below him.

Picture Magneto making the metal plates fly out and form a bridge under his feet as he crosses the chasm in the X-Men movie. Stone would just form in front of him and crumble apart behind him as he walked.

Some very strange outsiders have adapted to live in such an environment..the most famous of wich are the Slaad.

Githzerai also live there..but its not their native plane.
They get together and focus their brain power to form fortresses and monestaries (most take classes of monk..a lawful class). There are always on shift, groups of githzarai concentrating on keeping their homes together.

Thats all I know off the top of my head.

Once, I created a table of Random Limbo Effects. Some of them were monster encounters, but others were just... stuff that happened, like with the Wand (sorry, Rod) of Wonder. If players had a strong enough will, they could shape reality in certain ways. For example, one guy drew a door in a wall, and it opened to a place they wanted to go. Very Warner Brothers stuff, like "Porky in Wackyland." "It can happen here!"

Die rolls were also futzed up. Based on a die roll *I* made in secret, sometimes rolling a high "to hit" was bad.

One PC was not impressed with the general wackiness (he was a combat monster unaccustomed to missing). He finally gave in when the party was attacked by shadows. On his initiative, he looked at one of them and said: "BOO!"

I was so glad that he was finally getting into the spirit of it that I had the shadows turn white and run away screaming. [:D]

Of course, fun and games ended when the Death Slaad showed up, but that's neither here nor there...

Basically, SL XT, the quote in your sig sums it up. Concentration checks and Will saves can overcome the chaos and shape the environment. It should be a place where Standard Operating Procedure doesn't work quite as well as it typically does. You might have your players run across that quote before they enter Limbo...

Plane of Shadow

I am using Limbo as a place where a PC will 'fall' into from the effect of a lesser, enhanced, Deck of Many Things.
Now now don't yell at me and all that jazz I've been through this all before a couple times.
Thanks for the tips.

Ahhh...the Deck of Many Things.

Never had the stones to use it in my campaigns. :)

Just do what I did, dumb it down and make a real deck of 52 cards.
