| I just wanted to share an upcoming bad girl my PCs are going to face (probably several times). She serves as the spokesperson for the White Dragon Overlord in my DL campaign (we're leading up to a high level confrontation with the Overlord). I spent a ton of time yesterday stating her out. Books used include PHB, DMG, Complete Arcane (CA), Frostburn (FB), Draconomicon (DC), Weapons of Legacy (WoL) and the Spell Compendium (SC).
Here's a brief summary of her abilities. Note the synergy between Frost Mage and the Draconic Feats (bonuses to DC and CL for Cold type spells, bonus spells known, etc.)

Tactics
She always has Mage Armor, Greater and False Life in effect.
When possible, she buffs with the following spells (in order of priority: Shield, Invisibility, Greater, Dragonskin (Red), Flight of the Dragon, Control Temp (to take advantage of Frozen Magic), Protection from Good.
Prefered tactics:
Round 1: Freezing Fog
Round 2: Encase opponents in the Freezing Fog behind a Wall of Ice
Round 3+: Buff with the spells listed above until her opponents free themselves (if she didn't already have time to prepare). She can also summon Ice Beasts to slow down the party (and she can blast them with impunity as they'll be immune to her cold spells and breath weapon).
Round Whatever + Then hit them with a combo of high level Draconic Breath (Reflex), Flesh to Ice (Fort), Dominate Person (Will), and Frostburn's Wrath's attack options.
Anyone that casts Protect from Energy cold can be dealt with via the Piercing Cold Metamagic Feat.
She can retreat with:
Round 1: Expeditious Retreat, Swift, Invisibility, Greater (if necessary otherwise double move), Move Action to get as far away as possible.
Round 2: Flight of the Dragon and get the heck out of there. | |

I'm thinking the Evermeet Wizard: She can afford to be scantily clad as she's pretty much immune to the effects of cold through the Frost Mage PrC and Frostburn's Wrath + she has uber Natural Armor (Frost Mage and Draconic Skin + the Dragonskin spell OR her Amulet of Nat Armor). | |

| Applying the half-dragon template would only bump her up +2 CR, might be worth a thought. Then the silver sorcerer mini would be perfect.
The earth shugenja and wizard tactician would repaint well to frosty colors, I'd think. | |

| In all honesty, I'd probably use the Healer mini--If you've got the time, just repaint her a bit. Mina might not be too bad, either.
I like that you've used WoL in her creation. I've been curious to see how some of the more experienced players/DMs have been integrating that book. | |

Thanks. I'm giving it a try on some bad guys before I introduce a bunch of Legacy Items to my next campaign. I think it's worth it, but a little playtesting will tell me for sure.
She takes a -1 to Caster Level, -1 Saves, -1 Skill Checks and loses 1 3rd level spell slot for the Least Legacy Powers (she can't afford the Lesser Legacy Powers yet). For that she gets an energy substituted (cold) Fireball 1/week, energy substituted (cold) Lightning Bolt 1/day, Ice Spike 3/day, and can function very well in cold environments with a bunch of bonuses. The penalties are real, but I don't think they're debilitating. The Caster Level and Saves concerns me the most; we'll see if she fails any critical saves by 1 point. | |

| Thanks for the mini suggestions. I'd really like something that indicates she's sinister and powerful. Mina, the Ghaele Eldarin, Evermeet Wizard, Earth Shugenja, and Wizard Tactician are all good possibilities. The Silver Sorcerer (who I think is male btw) or Healer aren't too bad either. Even Armaril, Adventurer (I know, he's male too) or the upcoming Inspired Lieutenant might work.

That's what I'm starting to think as well. Once you get past the armor, she's pretty much perfect. The Ghaele Eladrin is a close runner up. | |

The problem with using Mina: It's a DragonLance campaign. I usually avoid using a setting-specific unique as a proxy when the game/campaign is based in that world. It keeps the confusion out of it. Someone else in the group is bound to know enough about DL and seen LM's minis to know Mina when they see it. | |

| LM: This character could easily benefit from the Dragon Breath spell from the Draconomicon. It's 3rd level and would let her set a breath weapon as needed, even of a different energy type. [)]
It would give her flavor and an alternate in case the players think she can just dish out cold damage. However, I don't know the limitations of Frost Mage since I don't own Frostburn.

Just an idea.
I've thought very seriously about this. My orignial build included this spell. I like the spell a lot, but the range absolutely stinks. The effects are only 15' cones or 30' lines (at least in the Spell Compendium, I didn't recheck the Draconomicon).
Also, with her piercing cold feat, in many cases she can bypass energy immunity to cold effects. | |

Still, she would qualify for the "Enlarge Breath" metabreath feat. This will even work with that spell. | |

The requirement for the feat is Con 13 and breath weapon. The spell would give her a breath weapon. Therefore, she could apply the feat to it. One way to really make use of this feat and spell is in conjuction with Extend Spell. And, since it's 3rd level, a lesser rod of metamagic extend would work. | |

Yes. It would add the same delay of rounds (1 round) before she could use it again. That's it. It would allow her to remain mobile between breath weapons to maximize their use.
The requirement is a breath weapon. When you use the feat to create a breath weapon, the character has a breath weapon at that moment; therefore, she could apply Enlarge Breath.
Basically, with the Draconic Breath and Dragon breath spells, she would constantly have breath weapons to keep the party at bay. [)] That, and the Dragon Breath spell would be affected by Piercing Cold. | |
