| I dont have my books on hand so I'll just ask real quick.
How is Spell Resistance used against magic items.

| The Caster Level listed in the description is the Caster Level needed to create the item, not (necessarily) the Caster Level at which spells and effects from the item function.

This is not true for 3.5 D&D according to page 215 of the 3.5 DMG. The DMG states that the caster level listed in a magic item description (following the aura description) indicates the relative power of the item for saving throw bonus determination, level-dependent aspects of the power of the item, and the level for purposes of contending with dispel magics. It does not explicitly state that it is used for SR determiniations, but that would fall under the umbrealla of 'level-dependent aspects of the power of the item'. In other words, it is the effective caster level for the item for purposes of SR.
In 3.5, the standard caster level for this item is listed as 10, so the SR check would be d20+10 for a standard version of the item.

Dunno what I was thinking, except that I was keeping in mind potions, scrolls, wands, and staffs, all of which break the general rule. (That is, potions, scrolls, and wands use the CL at which they're created (which is the minimum needed to cast the prerequisite spell, unless specified otherwise), and staffs use the CL of the wielder.)
So a wand of fireball that tosses 10-die fireballs would go throush SR as a 10th-level caster. And a staff of charming (CL 8th) wielded by a 15th-level caster would use charm person at 15th level for most purposes, including SR.
