Subject: Defender getting full BAB on iterative grapples

So, anyone else think this is wierd?
A level 20 monk is grappling a level 20 fighter. The monk can grapple at +15/+10/+5 to deal dmg. Not sure if he can use flurry of blows and grapple. Let's assume for now that he doesn't.
So he goes for an opposed grapple against the fighter. The monk rolls +15 for the first grapple and the fighter rolls +20 to oppose. But when the monk rolls +10 for the 2nd grapple, the fighter still gets to roll at +20. Then, on the monk's 3rd attempt, he rolls +5 and the fighter yet again gets to roll at +20.
That always struck me as odd. And I never could for the life of me find a rule to contradict this. Absent any ruling to the contrary, I have found that the defender always rolls at his base attack bonus while the rules clearly state the attacker uses his iterative bonuses when making multiple grapple attempts.
Anyone else find that wierd or unfair to the grappling characters?

It's a little weird but it seems accurate. In most combat situations the defender is at an advantage. It's easier to swat away your attempts to grab me than it is to succesfully grab you. This is one of the first principles you learn in Kung Fu and Tai Chi.
By the by I believe it's perfectly acceptable for a monk to use flurry of blows in the situation described. The monk is essentially just getting in more chances to grab.

It's not different then the AC method. The defender always use his AC no matter how many times he's attacked during a round. Yet, an attacker gets lower and lower bonus to hit. The only difference is that you use BAB and not AC for defense (the d20 is very close to the base 10 AC you have with additional randomness. you can add it to your regular combat if you wish).
