I wish to create an encoutner with a banshee in an upcoming session but they aren't in the MM. Has the banshee been converted to 3e and, if so, in what book?

Monster Manual 2 I beleive.
Disipline is the only way to overcome chaos.

Yup. Several places:

1) City of the Spider Queen mega-adventure, as the Keening Spirit template.
2) Monster Manual II, as the Banshee (although... this conversion is somewhat problematic; and it's CR 17)
3) Scott Greene's Creature Catalogue: http://www.enworld.org/cc/converted/crypt/banshee.htm

Personally, I'd use Scott's version, convert it to 3.5, and add a couple of more HD.
