| A goblin warrior 2 should have a CR of 1. The NPC classes are a challange rating of level -1 + the CR of the base creature.
This is according to the rules but IMO this build would be a weak CR1 so as a DM I might house rule it CR 2/3 or have two of them for a CR1 encounter. | | | |

| Monster Manual Goblin = Goblin Warrior 1 = CR 1/3
Goblin Warrior 2 = CR 1 (by the rules, NPCs with NPC classes are at level -1 for CR purposes).
I would personally run Goblin Warrior 2 as CR 1/2 and Goblin Warrior 3 as CR 1 (since goblins are generally craptastic).
For more challenging goblins, give them levels in a PC class. For more humorous goblins, give them levels in aristocrat and have them snub their noses at the PCs [:D] | |

| As far as I gather, Low CR's go:
2, 1, 1/2, 1/3, 1/4, 1/8, 1/10
Therefore, Warrior 2 is 1/2, Warrior 3 is 1, etc. | |
