Is there a Feat in the PHB2 that increases a 5' step to a 10' step?

I remember seeing one somewhere, but can't remember which book it's in.

No, there is no such feat in the PHB2.

Maybe you are thinking of the Dash feat from Complete Warrior as this feat increases your base movement by 5 feet.
