If I have...let's say, a 1st level drow warlock, how many feats/skill points do I get and could you point me towards where the rule is located?

Drow have a +2 level adjustment and no racial hit dice. Thus, a level 1 Drow Warlock is ECL 3 (1st-level character +2 for being a drow). So, despite having the experience of a 3rd-level character, you would only have one hit dice, and the standard 1 feat (1st-level character) and skill points (not sure what warlocks get) for a 1st-level character (#+int modifier x 4 skill points).

The rules for determining level adjustment and ECL are listed in Core Rulebook III, in the glossary, pp308,311.
