Subject: Help designing a weapon

I'm currently trying to build a legendary weapon that my party might find. The weapon comes from an in-game legend where an ancient dwarf named Mardune single-handedly defeats a huge army of undead and then slays the army's lich leader. As he destroys the lich's phylactery with his warhammer, his warhammer shatters. Once the pieces are collected and reforged, the weapon would be a powerful anti-undead weapon (possibly with ties to Moradin).

I've never actually used Weapons of Legacy before, but I thought that this might be a fun opportunity to do so. I've drawn up a quick preliminary progression for the weapon:

Now, I'm still not convinced that a "weapon of legacy" is the way to go. It costs a lot of money (plus lengthy side-quests/rituals) to unlock the weapon's various abilities, plus no one likes losing hit points or BAB in order to use the "cool" new weapon. Since the character that would likely end up using the weapon (a dwarven cleric of Moradin) is a cleric, should I instead simply make the weapon a relic (ala Book of Exalted Deeds or Magic Item Compendium)? If so, what would you suggest for a decent warhammer-type weapon that was originally used to crack a lich's phylactery? The party is currently 7th level, but if the resulting weapon is powerful enough I can always introduce it later in the campaign.

you should up the enhancement bonus by 1, maybe 2 if you are high powered cuz +1 aint that big for 7th lvlers.  An epic weapon should be at least +2 starting.

But that's +2 equivalent, that's not bad. A lot of higher level characters have low enhancement bonus weapons because they focus on other aspects. Tremorsense is huge, essentially meaning the character can never be surprised as long as someone isn't flying.

Here is something to consider. While the money is a lot, it's not very much compared to what you spend on upgrading the item. In the end, that's a 35000 gp item. And for a fighter, 10 hp overall is not too bad. Your point is very valid, though, as people don't want to lose those things and the side quests can be annoying.

I need to think about the relic.

Yeah, I'm very interested in what people would think about a relic version of this weapon. It might need to be toned down a bit in power (as the relics printed in the books are usually not much more than 20,000 gp items), but if players hate losing hit points and BAB to use a weapon of legacy, how will they feel about having to waste a feat just to use one single item?

There is might be different. Usually one feat isn't so bad especially if it leads to something good. The cleric might have more of a problem losing the spell slot, but again this all depends on the ability. If it was even somewhat cool and had nice RP value, many don't mind.
