Strahd is a human necromancer 10 with prohibited schools being abjuration and illusion.  He has a ring of counter spells (dispel magic).  There isn't a problem here, correct?  D. Magic is in a prohibited school, but the ring doesn't need to be activated.  How it got there and who would replace it are other matters of course.       Â

prohibited in taking spells from that category but magic items should be excluded from that.

Yea, unless the magic iten is class specified then anyone able to use it can use it..

I remember playing Elves and Dwarves as a character class..

Yes, rings aren't subject to those restrictions. They aren't trigger activation items.
