We've just used Fringe as a complement to any other squads people want to build, or just a strait up Faction by themself. Mine tend to be fringe/speratist anyways because I like including Jango and Durge. We've neaver realy considered increasing the cost for non-pure fringe warbands.

I don't mess with the point costs of specific pieces, but I use a rule where Fringe characters can't be more than 60% of your squad unless you use a pure Fringe squad.

If you had an all fringe plus one empire fig, whyu increase the cost of the empire fig, can't you just call the whole band empire? Still new to skirmish remember so I may be talking crazy and not know it.
