| You can Dominate 2 types of figures and each is treated a little differently. The first type is Opposing or Enemy figures. In this case the Dominating figure (Sly Moore) has to follow all rules for targeting just like he was making a shot. The Target then makes a saving throw and if it fails then you can attack with that figure (spend force points and what not) but not move.
The second type are friendly figures. These figures do not have to make a saving throw and I'm pretty certain that targeting rules don't apply (ie doesn't have to be closest, not in stealth but still has to be in LOS) These figures can voluntarily fail their Saving Throw roll allowing you to go ahead and take an action with them (again no moving allowed)
If the enemy figure makes it save then that's it.

No it doesn't follow normal targeting rules when you are trying to Dominate a friendly figure. Check out Guy's Rules page for more clarification.

From Jedi Counseling 67:
Q: If I try to Dominate an allied character, am I required to make a save?
A: Yes. Saves are mandatory. Even though some special abilities say that the affected character "can save," the intent is that affected characters must attempt to save.

| Nope, the JC is not incorrect. This was an intentional reversal of previous rulings about Dominate and friendly figures. Check out this link for more clarification.
