i have a rebel comando strike leader with the effect that allows all rebel comandos with cover can't be targeted. do they count as a leagle target?

my brother and i were playing and i made the assumption that because my comando was the nearest enemy with cover none of my other characters could be targeted and attacked which henders my brothers forces useless against mine because he can't attack anyone without being adjacent.

is it true that he can't target me? he says that my camando is like being behind a wall, you can't see him. i say its like knowing he's there, just can't target him. so would he be able to target my rebel bith who is a few squares farther than my comando? or is he not allowed to target me considering my comando (who can't be targeted) is the nearest enemy.
