Egads, I almost couldn't find its eyes! I don't think it's a Pug, probably a Shar-pei. Wrinkly little cusses, but especially prized. It seems that the nobility were especially fond of Shar-Peis whose wrinkles formed (or closely resembled) certain characters.

| Well, it is known (and accepted) for Shar-peis to be extremely wrinkly when puppies, but it's not an accepted breed standard for grown dogs. I'd wager that the pic was snapped very shortly after birth.
It'll probably grow out of it.
