No, he sucks. He cannot double move and scores only 5 VPs. Big risk for almost no reward. | |

I think the only way to make him viable is for there to be some champion that uses Prisoners as minions and somehow negates their drawbacks.

Right. The one piece that sometimes made him viable, the Warhorse, got nerfed with the new mount rules, so that idea is out. | |
