I have checked a few things in the rulebook;
1) Flag value is +1 to initiative rolls. And multiple ships do stack.
2) Special abilities of same name do not stack. So Two IJNS-Tone cruisers don't give a +2 attack bonus against a single target.
3) Victory conditions are 3 objective markers along the center of map (8x13) First player to be sole ocupant of all adjascent cells gets 50 VP's. Game ends at 150 VP's.
Which is either all 3 objectives, or more likly 2 objectives & 50 points of enemy ships sunk. You might win by getting 1 objective & sinking the entire enemy fleet. But it would be really risky.
Submarines & Aircarft can't contest the objective. So a Fleet consisting of one Battleship and multiple submarines/aircraft. Would almost certainly loose.

And japanese subs can base 3 aircraft units Pretty obvious error...

Game surely feels interesting If only it were a bit cheaper... And easier to store

I missread the Initiative rull. Flag values do not stack. So a ship with Flag-2 is noticably better than multiple ships with flag-1.
Ah so, the famous "Sky-Diver I-19" cariier & flagship. Pride of the IJNS.
Possibly it was sent back in time to WW-II by a temporal anomaly. Like that film where the CVN-Enterprise ended up near Pearl Harbour.
