Well, the best tip I can give is don't be afraid to practice with just the basics.

Pick a common you don't mind losing.
go to the dollar store and pick up some acrylic craft paint in a few basic colours (primarys and secondaries are good plus white and black) while you are at the dollar store pick up some cheap but small (10/0) brushes, and a roll of waxed paper for mixing paint on.

If you mess up you've only wasted about $5 max.

Once you find yourself reaching the limits of what you can do with that setup move on to more expensive paints, brushes, minis...
