| i would suggest photobucket. its free and quick and easy, the perfect date.

very easy to open up a free acount. then you just find the pic you want to upload and hit upload. you wait until it says its done then you can click into your album to find the pics.
then there is your pic with three copy/pastable lines to link your pic. then on a forum like this u may choose to either have a clickable link to the pic, or have the picture show up in the message itself the last line img one. includes the html commands needed.

| You can edit them in any of the software that you have. I use an HP packet that came with my scanner. I re-size my pics to a 6 inch width to help easy the reader's screen.

| Assuming someone has photoshop is a bit much. You can use any free program even MS Paint to reduce a picture size by using the stretch/skew on the menu. There are a lot of free picture editing programs out there too. If you have Microsoft Office you could have Photo Editor or Image software. you'll figure it out.
