I do not know the exact result you are trying to achieve, but the only good way to keep its neck straight is to cut it up, wire it to position, and sculpt it. I've seen great results on the large bronze. It sounds advanced but actually pretty easy to get passable results if you take it slow.

ive been able to straighten it with a average time it stays off 8 hours. im hoping if i keep trying it will eventually stay. the hot water/immediate cold does allow it to bend very easily and the dragon is looking straight on at that point.

The basic problem with trying to straighten a big bend as you're suggesting is that the outside of the bend is longer and therefore has more plastic. So, you would have to cut out a wedge and then glue it as the cut away section gets closed when straightening the neck.
This is an old trick used to repose hard plastic 1:35 scale soldiers (and larger).
There are websites that give the step-by-step instructions but I forget where they are.
Good luck and show us the finished product however you decide to do it.
