Hi,     I never made a prison wagon per se, but I have made other wagons of various scales. If you're making one for the 25 - 28mm sizes then I would go for Plasti-struct (I think that's how it's spelled). Anyway, the plastic can be purchased at most hobby shops. It is usually in a big display box with various shapes available. I would go first and see what shapes they have as you will get a better idea how to make the finished piece.
    It is fairly easily cut with a good exacto blade and you should use Testers liquid cement to attach it. For a prison wagon you can buy one rod of the correct diameter and cut it to length for the bars and they even have textured sheets that simulate wood grain for the bed and sides. The only problem will be the wheels - which I would personally build up from wooden match sticks and elmers wood glue, to look like something from the Dark Ages.Â: )
