I must admit I have a hard time wrapping my ehad around locations. 2 additional spawn points a turn seems really good, but you really can't play this until: 1) You have a miniatures on one of the mid 3 point scoreing tiles. 2) You have 3 points to spare and 2 Passion miniatures in play 3) You can afford to give up at least 1 creature to bring this out. AND after that you must not get hosed on spawn phases by players rolling ones... seems a conditionally powerful piece, but I have a hard time evaluating its value.
