I know this has probably been answered somewhere but I can't find it. I've seen that vortex does not move locations, so what happens if you have 4 creatures in a cell that are supposed to rotate into a cell where you already control a location? Assuming, of course, that locations count when you check for excessive minis in a cell.

Locations do not count against the four creature per cell limit. Therefore, this is not an issue.
