What do you mean? Thats a pretty vague question? We have islands of Yuan-ti, underwater kingdoms of Sahaugains, other countries/kingdoms (such as the Pridelands) that are good aligned I am sure are working in evil threats of their own (I am).. Actaully it seems alot of the kingdoms being designed have evil overtones to them already.
Im out- find me on Hordelings if you want to chat.

yes!
the Yuan-ti are very decidedly evil. Their ultimate goal is the subjugation or destruction of every other race on the planet.... of course they are alot more subtle about it than just going to war, if there are yuan-ti in your knigdom you can bet they have a finger in almost every evil plot going on. Since they believe in reincarnation there plans can be generations in the execution.

The Dragon Isles are CN overall, but are largely LE/CE with several metallic dragons warping the overall alignment more towards neutral.

Thus far, I've created a slave trading prison, an undead empire, and an island full of all sorts of twistedness. Read my Montavrail thread if you want evil.

The Jotunheim/Muspelheim giants to the North of my Lands in the poles are evil by nature. There's very few of them, but the fact that they're so powerful would make them a power to be controlled if some big tyrant was looking for strength. Of course, he also might get crushed into goo just for thinking he could use them...
