I believe that David Eddings initially coined the practice when he re-issued the Belgariad as the Mallorean

Technically, the process is called "reprinting." So long as the insides don't change, the cover is immaterial. It's could also be callled "reconfigured marketing." Basically, it's a good way to trick readers into buying a book they already own because they assume that it's something new since the cover (and title in the case of Agatha Christie novels) has changed.
