Subject: Making Magic Item's (DM's guide)

So I have yet to find any guidelines for DM's to make magic items specific to the game world.  Anyone who has read my previous thread knows I'm doing an Elemental theme for this campaign and want to make Item sets for all my PCs that tie into the world.  Any thoughts on making items, or did I overlook the guidelines in the books?

If I kill off a 5th level party with only 3 kobolds that were based off Spartans, have I failed or succeeded at my job as a DM?

I don't think there are any specific guidelines in the current core rulebooks. However, there's a magic item compendium coming out in August or September that will likely have what you need.

Does anyone think that a lvl 25-27 magic item with an encounter power that can recharge on a roll of 6 be overpowered. Power is a close burst that does 3d12+str.
