1. Not sure, I'll let others get there.

2. I didn't think they grew wings, unless through some extraordinary reason (class feature, etc.)

The Monster Manuel has a dragonborn that sports wings (the champion I think) but other then that there are no hard and fast rules about it. Hopefully they address this on the website or a supplement soon enough.

If I kill off a 5th level party with only 3 kobolds that were based off Spartans, have I failed or succeeded at my job as a DM?

I would expect that wings for dragonborn would end up being an epic-tier racial feat. The only problem with this would be retraining...would they just wither away until/unless you took the feat again?

1. Dragonborn breath weapon attacks are based off either Str, Dex, or Con (choose at character creation). The breath attack is ability +2 vs. Reflex. The Dragonborn Paladin in KotS has a typo since with +4 Str, +1 Con, and +0 Dex it couldn't possible have a +4 bonus. The bonus should be +6 (Str +2). I haven't seen anything in the PHB which indicates that a fighter gets a bonus to dragonborn breath weapons. Do you have a page reference?

2. There's no indication that PC dragonborn ever grow wings. You could easily house-rule that dragonborn grow wings and gain a fly speed of 8 (clumsy) upon reaching epic tier (levle 21+). Better yet, make it an epic-tier racial feat. I'd actually be surprised if a feat along these lines doesn't show up in a splat book eventually. Can't imagine why anyone would want a clumsy fly speed, though. -4 to attacks and defenses while flying. By the time you reach epic tier class powers are most likely going to give you fly speed (hover) either through your own class or through a party member's powers.

Actually, Races and Classes specifically mentioned a dragonborn racial feat that would allow them to grow wings and fly.

Bah. I never bothered with the preview books.

I'd expect to see such a feat showing up in one of the splatbooks or the PH2.
