Here I am again with another character creation. I was looking for a pyromancer-type build, but gave him some other spells so he isn't limited to fire.

Why high Dex and high Int Dex and Int are redundant abilities (both boost Reflex).
I'd suggest dropping Dex down to the minimum and boosting Con (1st choice) and possibly some extra Wis.

I'm not a fan of the wand implement (only reason I could see for taking Dex) particularly if you aren't running a character selecting a lot of single-target high-damage powers. You get one bonus per encounter and the power selection for fire-themed wizards are multiple-target abilities. I find the Con/Staff Master bonus is much more useful. +1 constant bonus to AC and a much bigger bonus (to any of the four defenses) at immediate interrupt speed are both pretty darn sweet. You even get to decide to use the ability after the attack is resolved and damage determined.

Orb mastery gets entertaining when you pick up powers such as Fire Shroud or any of the wide variety of control/manipulation powers.

One note on taking the pyromancer flavor. At low-levels it's very fitting since there are a number of low-level flame-based powers. Past the heroic tier, however, flame-based powers become few and far between. It will be much harder to maintain a pyromantic flavor in the long run.
