| I believe that Guy ruled you can double move while burrowing.
Check this out. It has a link to the Wizards' board with Guy's ruling.

| | Does the durrowing speed gets reduced when out of command? ie does the Earth Elemental gets to burrow 8 squares when out of command.. (assuming he burrowed into a room without access to commanders) | |

| You may double move while burrowing.
Burrowing movement is reduced to 2 while ooc - (until wardrums is released.) | |

In summary, a creature; that is in command, with the burrowing ability can move DOUBLE it's burrowing spd. | |
