Subject: Fee for pre-release?

My local venue is going to have its first pre-release event for War Drums. (Yay!)
It turns out that some of the prize materials aren't free to the store as it first appeared, but rather are at a sharp discount. The official materials say that venues are allowed to charge a fee of $10 over and above the price of the Starter/booster required to play. Before he makes a unilateral decision about a fee the owner is asking me for a little input.
I'd like to know from you if your venues usually charge a fee for pre-release events over and above what you are already spending on the figures? If so, how much?

The last 2 Pre-Releases have cost me $35 each. Now each booster is retail $12.99 so thats $9 over retail for the boosters to play in the pre-release.

The Aberrations release I went to was $35.00 ($2.00 over retail), while the Deathknell prerelease was $40. Deathknell was supposed to be 1 starter of Aberrations, and 1 booster of DK, so retail was $33. The owner decided to hand out 3 boosters of DK instead (retail $39.00).

I just had a discussion about this with the store owner where I play and he said that while he is allowed to charge up to $10 over the cost of the miniatures, he does not. We pay full retail for whatever starters/boosters we use plus tax and no more. He claims he does this to try and attract more players since Long Island does not have the lagre turnouts like there is in some other places around the country.

The store I play at charges over the amount but uses the extra money to further enhance prizes for more than just the top four finishers. Last time (Underdark) I think the top 8 all got additional boosters.

Ours have been 25 for the last 2. The owner takes the 2 or 3 extra he makes for each person to give door prizes.
I imagine this one will be closer to 30/35

I believe our event is going to be $35.
