Well, it was first used by the Brits during lend-lease in North Africa. Since that's a rather romanticized part of the war, I'd say that even though Americans built it and piloted it as well, it's more closely associated with the British Army. Look for a M3A1 and M3A3 in later sets to turn up on the US side of the map.
